From reports made it appears that the create site screen does not have everything displayed (some have had the Site location, Select a theme and More actions missing - specifically see https://groups.google.com/a/googleproductforums.com/d/msg/sites/qGpGCxb2bAk/vi14Cjr8udkJ ) and using theCreate button does nothing.
